In Photoshop, there are various methods for drawing lines.
The pen tool is the most widely used method for drawing lines.
Click on the line you wish to draw a line on, and then drag the mouse over it to use the Pen tool.
The arrow keys can also be used to move the line.

How to Draw a Line in Photoshop?

Use the Brush Tool or the Pencil Tool to draw a line in Photoshop. Simply draw a line with a small, firm round brush.
You must continue drawing while holding down the SHIFT key in Photoshop to create a straight line. When drawing a line horizontally or vertically, hold down the SHIFT key while doing so. To ensure that your lines are straight, use the Photoshop grid.
Hold down the SHIFT key while clicking to add the end points for angled or diagonal lines. Photoshop will draw flawless lines to join the dots.

Rotating the entire canvas is a cool trick you can do in Photoshop (CS5, CS6, CC 2018, and CC 2019). the same way you would turn a sheet of sketching paper. To do that, click R, then use your mouse to click and drag. The canvas rotates in 15 degree increments if SHIFT is depressed while dragging.
Note: I encountered the following issue while attempting to complete this task on Photoshop CC 2019:
It turns out that Photoshop CC 2019 has more stringent hardware requirements to accomplish this. It seems that selecting Enable OpenGL Drawing in GPU Settings in the Performance Panel of the Edit > Preferences menu will solve the problem. Please be aware that this checkbox will be disabled if your hardware is unable to meet the requirements.

Utilizing the Line Tool, which can be found on the Photoshop Tools bar, is an additional technique. As a vector shape, this line may easily have its shape, color, and dimension changed without sacrificing quality. For drawing straight lines, you can also use the SHIFT key.

Drawing a line using the Pen Tool is the third technique. The Paths option needs to be checked first. To add the first point, click, and to add the second point, click once more. Keep pressing SHIFT to draw straight lines.
So choose the Brush Tool and a Hard Round brush in the color black, size 3px. Draw a line by selecting Paths with the Pen Tool. A Work Path is added for the line. Simply right-click the Work Path and select Stroke Path to draw the line.
Select the Brush Tool from the list. The Path can now be deleted or used to draw new lines. The path can be rotated, resized, changed in shape, etc.

In Photoshop, the Pen Tool must be used with Paths selected in order to create curved paths. Create the first smooth point of the curved segment by dragging with the Pen tool, then let go of the mouse button.
Simply right-click the Work Path and select Stroke Path to create a curved line. Select the Brush Tool from the list.
Photoshop CC 2019 includes a ton of new and helpful features. The brand-new Curvature Pen Tool is one of them. If you long touch the Pen Tool icon, you will find this under there.
With only one click, Photoshop will construct curved lines connecting the places you select when using the new Curvature Pen Tool. A double click will result in acute corners. To draw a curved line, click and drag an additional point onto the line connecting two points. You must use Stroke Path to draw the line after creating the curved one.
